This metatag is used for caching which is storing a website locally. It ensures that secure https pages can't be stored.

You can use a date or use 0 to have the page expire. The date will need to be in RFC1123 format and like this example 'Fri, 12 Apr 2019'

The meta cache control tag allows Web publishers to define how pages should be handled by caches.
Public - may be cached in public shared caches
Private - may only be cached in private cache
No-Cache - may not be cached
No-Store - may be cached but not archived
